Help! we are suffocating... – Fallout victim

We've lived in this house for over 50 years and my 84 year old mother will hear no criticism of her beloved AGA. She is as resistant to change as the granite of the Grampians. But living in the apartment upstairs has become a suffocating existence as smoke constantly hangs in the air these days. She has recently had an engineer in: he charged 140 GBP to at least get the thing working again to the extent that we have plenty of hot water and good cooking facilities, but he has not fixed the smoke problem. My mother blames this on imported fuel. She is often to be seen halfway up a ladder cleaning out the flue but this makes no difference. We never had too much smoke in the AGA's heydey years ago. She claims the smoke does not bother her (and she has smoked 20 cigarettes a day since she was 16 so that is credible) but we are waking up with headaches and sore eyes. She doesn't want to call back the engineer - money is very tight. Does anybody else have a problem like this? Is it the fuel? What's the answer?
